Legal practice emphasizes construction law on both public and private projects such as highway, power and wastewater treatment plants, industrial and petrochemical, design-build construction and project delivery alternatives, large structure and public works projects, and hazardous waste cleanup, as well as business and commercial litigation.

Active practice in all phases of construction industry, including program management and selection of project delivery systems, drafting and negotiating contracts, project counsel, dispute avoidance, and litigation.

Served as a Judicial Law Clerk for the Circuit Court of Fairfax County, Virginia.

Worked for the United States Department of Agriculture and as a Peace Corps Volunteer in Guatemala prior to attending law school.

  • Represented public owner in developing contract documents for public-private partnership transportation projects.
  • Represents owner in a gas-fired power plant project in New Hampshire in connection with contractor claims for labor shortages, inefficiencies, and delay.
  • Represented owner of a lignite fired power plant in Mississippi in addressing claims of Engineer-Procure-Construct ("EPC") contractor.
  • Represented owner of gas-fired power plant in Colombia in dispute with EPC contractor in an International Chamber of Commerce arbitration.
  • Represented owner of a large heavy oil refinery project in Latin America in dispute with EPC contractor, including site change order analysis, project management, and dispute resolution.
  • Represented design-build electrical contractor on large project in Puerto Rico funded by the Federal Emergency Management Agency.
  • Drafted and negotiated contract documents for owners, general contractors, and design-builders for a wide array of projects including: major industrial and telecommunications facilities, airport, rail, highway, bridge and tunnel, harbor and terminal transportation projects, health care and vaccine manufacturing facilities, commercial buildings, shopping centers, resort facilities, and luxury homes.
  • Representing municipal authorities in EPA construction grant disallowance disputes.
  • Represented surety in trial before U.S. Claims Court with respect to a pipeline contract. Prevailed on all issues, including defective specifications, differing site conditions, commercial impracticability, and breach of implied covenant of good faith and fair dealing.
