Legal practice focuses on public entity litigation, business and commercial litigation, and appellate practice. Recent areas of practice have included public entity franchise agreements, public entity pension plans, class actions and other actions involving public entity employment status, public entity development contracts and other public entity contracts, false claim actions, public entity taxation, inverse condemnation, landslide claims, and constitutional claims against public entities (including First Amendment and equal protection claims).

  • Represented municipality in various qui tam actions in state trial courts concerning claimed false claims by municipal contractors.
  • Represented municipality in various actions in state trial and appellate courts challenging legality or constitutionality of various municipal payments, fees, and taxes.
  • Represented municipality in various actions in state trial courts concerning municipality's right to terminate various long-term municipal contracts.
  • Represented municipality in $1 million development contract dispute in state trial and appellate courts.
  • Represented municipality various actions in state and federal trial courts and state appellate courts attacking constitutionality of various ordinances, both facially and as applied, including claims of equal protection, due process, free speech, and exercise of religion.
  • Represented municipality in coverage claim against joint powers self-insurance authority in state trial and appellate courts.
  • Represented city council members concerning legality of their elections in quo warrant proceedings before state attorney general.
  • Represented public entity in claim for reformation and breach of contract concerning administration of workers compensation claims in state trial courts.
  • Represented public entity in various class and representative actions in state trial and appellate courts concerning civil service classification and public pension rights.
  • Represented public pension system in claim for actuarial malpractice in state appellate courts.
  • Represented public entity in claim of abandonment of flood control easements in state trial and appellate courts.
  • Represented public entities in inverse condemnation claims in state trial and appellate courts relating to water-drainage-related landslides.
