Mr. Perloff's legal practice focuses on complex government contract and construction law matters. Mr. Perloff is an adjunct professor of government contract law at George Mason University School of Law. Prior to joining Wickwire Gavin, P.C. in 1998, Mr. Perloff was a Captain in the U.S. Army Judge Advocate General's Corps assigned to the U.S. Army Corps of Engineers Chief Counsel's Honors Program.

Client Work

  • Represented owner in litigation against combustion turbine and generator manufacturer relating to performance deficiencies and latent defect.
  • Represent and advise developers/design-build contractor teams on pre- and post-award matters on privatized military housing projects.
  • Represented construction contractor against EPC contractor/ capitol equipment supplier in arbitration and mediation proceedings on 1100 megawatt combined cycles power plant project in San Marcus, Texas.
  • Successfully defended contractor against owner claims of construction defects in road and golf course project. Owner claims were rejected in their entirety at the conclusion of arbitration proceedings.
  • Represented contractor before the GSBCA and in mediation on build-to-lease project for the National Oceanic and Atmospheric Administration's headquarters campus on extra work claims relating to cyclical maintenance and improvement requirements. Matter was favorably resolved following mediation.
